The role of target groups
As a complement to the survey of institutional case studies
and the surveys of national provision of distance training, the Voctade
study draws attention to the importance of three target groups for which
distance education has particular relevance:

Parity of provision of vocational qualifications for men
and women

Distance education for the disabled

Distance education in prisons
