SCOP 2005 COLOGNE
SCOP 2005 COLOGNE was held in the line of the annual meetings of the Standing Conference of Presidents (SCOP) of the International Council for Open and Distance Education (ICDE) – nevertheless the 2005 year’s meeting was different from other SCOP meetings. It focussed on the university level only, participation being limited and on personal invitation only.
SCOP 2005 COLOGNE was organized as a workshop where Rectors, Presidents,
and Chief Executive Officers of open and distance teaching universities
met in confidence and exclusiveness for exchange of information, sharing
of expertise, benchmarking, building cooperation, and establishing advocacy
activities. Representatives of universities from all over the world attended
this global forum for exchange on the current situation as well as further
developments and perspectives of open and distance teaching universities
in the global Information Technology Society.
Renowned speakers from politics, industry, commerce and education around
the world presented their views and explored items of relevance in the
field of flexible, open, distance and net-based learning and teaching
in a constantly changing environment- in detail:
- starting with some provoking views on paradoxes of the implementation of digital technologies in higher education,
- focusing on the developing countries from an insider's view and from a global perspective,
- presenting experiences and views from two large regions (North-America and the European Union),
- elaborating the expected developments in the learning area from industry’s and commerce’s points of view,
- exploring the future development of institutions related to learners' needs and demands from an inside and from a collaborative perspective, and
- describing the interface between industry and university and between politics and university.
The papers and presentations in the SCOP 2005 COLOGNE meeting offered
a wide spectrum of viewpoints, ranging from Europe to Asia and America,
concerning individual institutions and countries, regions and continents;
they were followed by lively discussions.
The German Federal Minister of Education and Research, Ms Edelgard Bulmahn,
being the patron of this meeting, explained her point of view in a greeting
address. A greeting address from the Royal Norwegian Ministry of Education
and Research was also received and read out. And finally the North Rhine-Westphalian
Ministry for Higher Education and Research presented an extended greeting
address.
The meeting was closed by a panel discussion with a review on the presentations
and by a special summary with personal remarks.
