Over the last few decades, many cities have transformed themselves, step by step, into “smart cities.” One consequence of this is that the freely available data (open data) that is generated by the smart city infrastructure can be used for the development of innovative services and provide positive impetus for growth. Processing this data requires a significant investment in terms of infrastructure and data specialists. However, due to the ongoing shortage of skilled labor, many cities do not have access to suitably trained IT specialists who would be able to take on this task. The main object of OpenDCO is to create a targeted curriculum for a certification program for dealing with open data. This will be accompanied by the development of a new career path, the Open Data City Officer, for which a corresponding pilot training program must be designed, created, and implemented.
